Medusa was clearly just a victim. She was so loyal and kind, yet a mistake she never even has done was seen as something that should be punished. She was the one who suffered and has been seen as the bad guy by everyone? There's a version of the story where her sisters stheno and euryale were born humanoid despite being immortal, and when they tried to chastise Athena for punishing medusa she turned them into gorgans as well for disagreeing with a god.
