I respectfully disagree with the explanation. The oxygen sensor is a thermocouple. Meaning, it gives a voltage based on temperature. Fuel rich exhaust gas is colder than lean (burn with more oxygen). The fluctuations happen very fast and the car can measure how much oxygen is flowing based on how hot the exhaust gas is at optimal temperature.
