The reason why rob scales better with arcane it's because the damage splits in half the bleeding buildup and the fire damage.
That's why it's a good choise for pure arcane or pure dex builds.

I will try and respec for this , any advice ? Like what artifacts and other arcane things to use with this ? I mainly play pve to , but my old build got ruined by the patch so gonna need to restart , I never played this game before so any advice you can give be appreciated

I use rivers of blood myself in pvp but i try to not spam this attack and only use it once for a fight. Jump attack is stronger anyways 😂
