I think the issue is that a lot of places claim to have support and have people thinking they will get support.
The issue is the deceptive practices of many non-profits and HUD.
HUD will not give funding to a program that will provide services. That is what is morally wrong with Housing First in America.

They don't tell you all the rules and they should. So that a person doesn't inadvertently end up on the streets. The system has a lot of stuff to it and many requirements and it can be totally confusing. Like, most people just assume that as long as they stay within the income limits and are a good tenant and pay their rent on time, and keep their place clean and well maintained they're okay. But it's more than that.

In Danish context: Housing First was implemented on a national level in the spring of 2023. The support mentioned is based on a voluntary principle, and it is de facto that many say no thanks to this support. In conjunction with administration agreements, so that the homeless person retains tenancy, as the rent is paid automatically. And that most homeless people don't actually disturb their neighbors: they keep their homes, and everything looks fine in the statistics. So now we have ex-homeless people who are just using their homes as a place to stay and feel hugely socially isolated. They are still excluded from society, especially in terms of economic opportunities, and lack of this gives little motivation to change one's situation in the future. Plus, this approach is intended for the most psychologically vulnerable homeless with moderate to severe complexity. In Denmark, the outcome is that you are now not described as being homeless; because, after all, you have a home now. However, the definition of homelessness precisely states that it must not only be seen according to a lack of housing, but other related problems which constitute the lack of a 'home' - and not just a lack of housing.

Homeless in the USA is deliberate. Capitalist systems punish the one who don't "achieve".
