Aatrox is also gated by armor pen becose his healing is mitigated by armor as well. If you dont deal damage you dont heal. That why aatrox is just assasin now.

I think that a good change for riven can be give her 10/20/30% armor pen when she has his ultimate active but increase rivem ult coldown, so riven has a more effective way of killing tanks but have some counterplay because when she dont have ult she cant kill tanks

Ambessa, Darius and Pantheon all have armor pen as a passive on their R, but they all also stack Black Cleaver very easily. I feel like passive pen should be more for champs that have a harder time stacking BC and can't really buy a Last Whisper item either.
I get from Augusts explenation why they have it, but buying Black Cleaver on Aatrox feels worse than on Darius or Pantheon.

Meanwhile Jax has 0 sustain or armor pen in his kit and has felt horrible to play ever since divine sunderer was removed from the game. Jax mains have been begging for actually large scope changes to their champ since the beginning of the year and have been ignored completely so far

j4 armour pen is way different than darius, darius can just auto you and still get the benefit, while j4 actually has to hit something

i think % health damage on w would be more appropriate for riven. she cant get that from items. cleaver shred is usually enough for dealing with armor. a bit of hybrid damage could also be an option but i dont like that as much. her lethality build is nice variety and not too broken
(oops technically wrong she can get % health dmg from eclipse but that's otherwise a pretty shit item against tanks)

If riven gets armor pen for free she would be broken as fuck since the only counter play for riven in many match ups is Armor

one of the reasons I abandoned Riven is because the playstyle I liked to play with her became unviable precisely because of how bad she is against any amount of armor above 140, because after that point, even with Black Cleaver, she won't do more than 50% of her damage, that is, literally any miserable amount of armor on a Bruiser or a Tank
