The forward assist is for exactly that. The bolt can hang up because the buffer spring is fighting the weight of the buffer and BCG, which can prevent it from having enough momentum to push the bolt forward and lock without the extra momentum from fully cycling back and then forward. Most Ars you can hang the bolt easily by just letting it forward slowly, as one may do during a press check.

Used to believe it didn't serve a purpose, then I joined the army and was issued a C8IUR, which is basically just an AR-15.
Most of the time the forward assist isn't necessary, as long as the weapon is maintained and you pull the charging handle properly.
But sometimes, especially after extended use in the field, it will not slide all the way forward, needing just a slight push to lock completely into position.
It's similar to the AK, M1 and M14, sometimes a bolt simply wont go all the way forward, but on the previous rifles you could just push the bolt handle forward, not on the AR-15 though. Therefore, the Army requested the forward assist, just in case. I have personally grown to respect the decision, as it's much easier to press the forward assist, than pulling the bolt handle back on the AR-15, imo.
