Excluding unknowns like Im or Joyboy, this is what i think: 20: Fujitora, A marine admiral 19: Gaban, 3rd in command in Roger’s crew and managed to clash evenly with Oden. 18: Kizaru, Part of the OG admiral trio with Aokiji and Akainu 17: Oden, Gave Kaido permanent PTSD and scar, managed to tank attacks from Roger and WB like it was nothing 16: Rayleigh (prime), The right hand man of Roger, stalled Kizaru even in his old age and is stronger than Gaban, who was able to clash evenly with Oden once 15: Kuzan, fought on even ground with Akainu for 10 days 14: Akainu, Current fleet admiral, strong narrative importance 13: Blackbeard, Narratively he should be much higher up but he hasn’t been that impressive so far, he should be stronger than Kuzan though 12: Big Mom, Came out unscathed after battling Kaido for 3 days yet somehow lost to Law and Kid 11: Kong (speculation), Former fleet admiral 10: Shiki, was able to challenge Garp and Sengoku and considered a rival to Roger 9: Sengoku, Has been recognised as a worthy opponent by Roger 8: Luffy, Defeated Kaido, the strongest creature in the world at the time. 7: Shanks, Luffy’s idol and a powerful Yonko 6: Mihawk, The world’s greatest swordsman and Zoro’s final goal and opponent 5: Kaido, Managed to gain one of the most dominant titles in his pirate career and also beat the shit out of Luffy and his allies before Gear 5 carried Luffy 4: Garp (prime), Has fought and been acknowledged by the pirate king and nearly killed each other on multiple occasions 3: Roger, The king of pirates, one of the most powerful haki users ever 2: Whitebeard (prime), Clashed evenly with Roger many times without even using his devil fruit and gained the title of the World’s strongest man. 1: Rocks D Xebec, Roger’s most formidable opponent who was able to command Shiki, Whitebeard and many other notorious pirates in his crew before his downfall. please don’t yell at me like a 5 yo if there is something you disagree with here and please provide reasons.
