Arabs pray with their backs towards Jerusalem and towards Meccah. Israelis pray towards Jerusalem. Arabs built their mosque 50 plus years after Muhammad's ascension in Mecca and claimed he somehow teleported to Al Aqsa before it was built? Arabs built their mosque directly on top of the Jewish temple mount, highly respectful. Jews have lived in Israel for thousands of years under various occupations since 2nd century CE. Most Arabs occupying Jerusalem have been there for a few decades...

The answer to the issue of protecting religious freedom for all is very clear; All "holy sites" should be accessible to all believers and to "agnostics" and "atheists", without any discrimination, segregation or threats of violence!
This CANNOT happen under rule of any state-endorsed religious regime. THIS did apply to Christian "countries", possibly to Israel, but certainly to countries that are subject to "Islamic Law"!
So, the "Jerusalem question" would be solved if religion and state were constitutionally seperated in all the states and regimes involved in the Middle East.
It's not going to happen. So Jerusalem will have to remain under the control of a "democratic" state. Unrestrained access should be granted only to those who accept the equal rights of all religions, nations, of "agnostics", "atheists" and "alternative lifestyle" persons.
