Jesus used an expression already in common use by rabbis of the time to describe Gentiles who converted to Judaism: “Born again.”
In other words, to be “born again” for Nicodemus (who was Jewish, and therefore did not need to be born again) was to exercise a new level of humility, despite all his years of intensive study and deep knowledge of Torah.
There’s no great mystery here in terms of what Jesus said … it’s only difficult to understand because it’s a Jewish discourse between two Jewish rabbis.
