That’s called re-tempering, which is disturbing the concrete after it has initially set. The j-bolt will now not provide the specified hold-down value.

This is why structural engineers won't give out EF5 rating anymore, cause they see your shit installation and say "but these j bolts caused a void" this is more of a dig at the NWS

You risk have a void above the j hook (if you dont rework the concrete around the bolt position) when you set them this late.

Shouldnt the bolt be down low enough as to allow the wood to sit on the metal step? Or do you cut the bolt after tightening it down?

Regardless of effectiveness; how long has the concrete had after pour to set up that amount? Fresh looks like soup, but this has some tension to it.

I usually use a template out of scrap OSB drive bolt through a hole and fasten it to form let the bolt dangle like Forest showed Jenny until it cures. No chance for movement

Wait for concrete to set... drill hole and use chem fixing? Surely that is easier all round!

If you forget to set it at the right time, just wait for it to dry and use a wedge anchor.

Nah, that's all wrong. You install the bolt at least a half inch too close to the wall and then smear as much concrete on the threads as possible.
