To ring it, the top has to be loose and not flush against the bottle itself. Bring the cork up out of the bottle a little. If it's fit perfectly against the lip of the bottle, it won't ring. I worked for them. I can make it ring with just my hand.

Oil can go rancid in those dispensers because the tip isn't airtight. I wouldn't fill it all the way up unless you go through a LOT of olive oil.
