That's a backflow device. Either febco or wilkins. And it's water coming out. Made out of brass. It's for the fire system in the buildings. Also that's not an isolater, it's a test cock. You hook a gauge up to it and the gauge tells you the pressure from each test cock. Each device needs to be tested each year by a backflow tester. The device must be within a certain pressure on each test cock to pass or fail. If a fail happens the device needs to have work done on it or be replaced. The leak shows the internals are bad/old and need to be replaced.
