Neito and shota earning each other's quirks solely depends on who activated their quirks first. And if it was a fight based on skill and ability, shota would definitely erase neitos quirk first. But regardless even if neito erased shotas quirk, shota is still more capable in hand to hand and fighting skills due to experience. Additionally, neito has a time limit, so he has to be in near consistent contact to recopy shotas quirk and by then shota could get the upper hand and erase neitos quirk.

The last one is pretty simple (in my opinion, keep in mind I’ve only read up to volume 37 and don’t watch the anime). If Aizawa erases (E1) Monoma’s instance of erasure (E2), then E2 gets erased first. But if E2 erases E1, then E2 will stay active until either Monoma blinks or the timer runs out (Because when he’s not in constant physical contact he has a timer, I think it was 5-10min?) then E1 will start up and block E2 before it can erase E1 again. Feel free to present a different idea if you think I’m wrong!
