The Philippines is a developing country, so I guess they havenโt learned how to build uniform stairs yet. Sounds like accident prevention is not considered there either. But please do not quote me on this because I do not want to offend anyone. Perhaps the uneven steps are intentional as in Japanโs wabi sabi style.
