Artis the Spoonman is who this songs about. He's a street performer in Seattle, Washington. As the name implies, hes a musician that uses spoons as instruments. Chris Cornell said he could identify with spoonman because hes judged for where he plays, people commonly assume since hes a street performer that he cant hold down a regular job.

I SAW the Spoonman in Seattle, circa 1996! That guy could really play THE SPOONS! ...just strolling along downtown and there was this small crowd cheering him on. He was good!
