Question, to re skim stipple on blockwork/ hardwall what would you do? Bonding first to get rid of stipple then skim?

Hi, As a beginner, I am looking to patch up a narrow damaged wall area (around 7 inches) between the kitchen door frame and wall corner. The door frame is well above the wall so it won't be fully covered in the plaster. I was watching your videos about different trowel moving techniques. I won't be able to move the trowel openly left to right or vice versa. I can only move it up and down vertically. Would you suggest an easy and effective way to move the trowel in that tight space? Thanks
