This would open up a question: Why not simply make suicide drones powered by these impulses to attack the enemy? It would be very effective against the UNSC, both as a distraction for real fighters to attack and to attack weak points of slow targets

I would have thought that impulse drives are their source of thrust for space, repulsors can't work if there's nothing to repulse such as the ground or even air. As for their FTL capability I reckon they just go through the slipspace ruptures created by bigger ships.

Impulse Drives come from Star Trek, where they can get a vessel up to about half the speed of light.
We also have to consider that the fighters slow down rapidly without any use of braking thrust. Since they can manipulate gravity, they could be creating a wave out of the fabric of space-time to allow a vessel to go really fast, to the point of going past the speed of light.
