He’s used a Stud Buddy to locate a (vertical) stud, gone horizontally across the stud to (another slot) directly below the (new) socket outlet location and then come up vertically.
Or, if the new outlet is close up to the stud he’s just passed over, he’ll be in the permitted zone anyway.
There’s no way this guy has gone diagonal with that cable. Watch his other vids. He’s always, always compliant.

Got a question mate. With the regs saying you can only go up, down, left or right of a socket with the cable (zones). What allows for you pulling the cable diagonally up to that socket?
