All safe eject looks like it does is just turn the usb drive off

On windows 10 and newer they have a failsafe that does the ejection automatically when you yank the USB out 😊

The eject is mostly made to ensure there is no corruption on the USB more than power management. Blocks could still be written even if there is no active copy screen. Could be a open excel, a game file, etc.
