Metal, Amy, Tails, and Whisper.
Metal can upgrade himself to Neo Metal who's not only the fastest on that list but also the strongest, and if you can get the Master Emerald somehow, Super Neo Metal.
Amy is definitly weaker than Knuckles, but she's smarter, has the most strategy and leadership.
Tails because he has shown in multiple occasions to be on-par with Eggman, and he'd be able to rewire and help Metal complete his transformation.
Whisper because she's a long range attacker, and with 2 close range characters, it'd give the team a needed balance, plus Tails can upgrade her Wispon, or even use one himself if she has a spare on hand.
