the most difficult part is not to create shapekey itself, but to morph the mesh realistically for the shapekey

I've always found shape keys easier for blinking animations. However, because my character has big expressive round eyes, I have to create up to four shape keys, with successive stages (0=wide open, 1=relaxed, 2=half closed, 3=nearly closed, 4=fully closed)
Otherwise the eyelid would likely clip straight through the spherical eyeball, going direct from A to B.
I can then bring them all together using drivers referring to the movement of a single control bone in my armature.
I have separate shape keys and control bones for each eye, so the character could wink or squint too.

May I ask, what is the order of operation for incorporating the facial shape into a rig? Do you make the facial shape first then skin the base head (containing all the shapes) to the rig?
