Vet med here- foul odor from the breath (which I think you've mentioned before) and fur matting- is NOT normal and can be a sign of dental disease. Cats continue to eat despite sometimes severe oral pain bc they are SURVIVORS and food with pain is better than no food. Also, cats can develop painful tooth resorption that can severely impact their quality of life. All that is often fixable with a dental cleaning. Important - make sure your vet takes dental x rays. Some resorption can be missed if it starts at the roots of the teeth.

There is a way to 're-teach' a cat to groom. Purchase a few "Nano" towels from Amazon (washcloths will work, but Nano towels are better), get them wet with very hot water and squeeze them out to dampness, (You're mimicking a momma-cat's tongue here) lay them over her, back of head first, holding both towels go over Jo-Jo's whole body including her belly--in long strokes, (like a momma-cat would groom them with their tongue) then with a good brush or a comb, brush her out. Make this a soothing experience for her. What happens with long haired cats is they attempt to groom their necks/bellies, they get very damp and then they lay down on that making the fur curly and sometimes, matted. It also doesn't smell great. It'll take a couple of weeks, but you'll notice she'll start to groom herself more regularly. I did this with my elder-cat who was walking around with a perpetual muddy bottom. I helped him like this for a week and a half, and he started cleaning himself properly again. I was skeptical, but it DOES work.

Many long-haired cats and dogs also require a trim around their rumps to ensure feces and urine aren't getting trapped there. I had to keep my boy trimmed many years ago, he was a beautiful smoky grey, long-haired kitty named Tommy. He also had really bad teeth and lost all but 6 of them. After getting the dental and trimming done, all bad smells disappeared.

When I was a kid (the 70s) my mother didn't really like cats. We'd conned her into it using our baby brother who needed a surgery. She'd allow us to have a cat, but the minute they meowed at the door, she'd open it and let the cat out. One time we had an orange guy, Tigger- he always wanted out. Problem was he'd hang out under leaky cars. His orange coat came home black, and smelling like a garage. Damn that cat was strong. We'd have to hold him by his neck fur, lower him quickly into the sink, soap him up, "attempt" to rinse him, all before he got loose and shredded us. This went on for about 2 years, then 1 cold, snowy day, he brought home a white/gray, part Siamese kitten. Literally carried her in in his mouth, just like Mama cats.
THAT was the last time he roamed the streets. Mom was afraid of what else he might bring home. I should probably mention that the "spay/neuter" conversation wasn't as popular as today, especially for poor people. One litter of kittens later, Mom had Tigs snipped. God, I lovve cats!!!

I have one cat that has hair just like that! I got a FURminator deshedding tool for long haired cats which is excellent for keeping mats under control. (Pixie has so much fine hair she can start a new mat an hour after I groom her!)
For her greasy looking neck and armpits, I use pet wipes, because I’m not a fan of bleeding or having scars from trying to bathe her!
FYI: the FURminator for short haired cats is also great for keeping the shedding down on the rest of my babies. An added benefit is not finding as many nasty, wet hairballs with my bare feet all summer!!!

I'm glad you're going to get her checked out. We had a cat years ago who got a cut on his tongue and it wound up infected. He wouldn't eat, his breath got horrid, and so on.
Thankfully he just needed a shot and some antibiotics and the infection cleared up. We didn't even know he'd hurt himself until the vet said he had a little wound on his tongue, we just knew he was clearly sick.

There are dry shampoos made just for cats in Jojo's situation. There are also wipes for spot cleaning. She probably really doesn't know how groom. I had a long-haired at with that problem. I had to brush him everyday for his whole life. If she doesn't ever produce a hairball, then ineffective self-grooming is most likely the problem.

I have a long hair tortoise she is a sufficient self-groomer, also a highly effective hairball thrower. I try brushing her, but she will have nothing to do with it beyond her❤ head. Hired a mobile groomer who took my cat back to me within 10 minutes mentioning "she's not a good candidate!" Take her to the vets for check-ups, and they say how well she behaved 😮😮

There are pet bathing wipes that don't require immersion in water that may help Jojo keep herself cleaner.
