Use an ldr and transistor circuit...when the arrows shadow falls on ldr...it simply passes a small signal to the base of the transistor that powers out your pump and allows to water the plant...I respect your idea but I think the drawback is the weight of the material that you attached in the minute hand will make it move slower or will need more power to rotate...that's a drawback...anyways I appreciate you idea🤗
