I adjusted this nut to make it pull more on the lever more which should make it faster, but the governor just keeps the engine from revving any faster so it goes no faster.

Over adjusting that setting will cause the governor to come apart inside the transmission. Use some caution when you do this. ( I've been a golf cart technician since 2005) If the governor comes apart it will make it's way to the ring gear and break the transmission case.

Use math get your exact speed. Accurately measure 100 feet, stake it out or even paint on the curb or grass but get 100 feet measured. Now get a running start at your staked out 100’ and use the stop watch function on your smart phone to get the exact time to cover that 100’. My cart covered it in 3.43 seconds. 5280 feet in a mile divided by your 100’ measured out is 52.8, your multiplier. Take 3.43x52.8. The sum being 181.10. Now divide your sum into seconds in an hour, 3600. So, 3600/181.10 = 19.87 MPH.
