Doesn't surprise me that much, I'd say about 20% of my driving test was knowing the city. There was a mandatory right turn with the sign buried deep in some hedges (totally illegal, but the city never cleared it), maybe 150m from the DMV. That's always the first thing they'd guide you through, hoping you go straight and fail immediately. That way they can go back to their coffee and newspaper
