Very few people don't vote on topics or vote without being properly informed and educated on important issues. Most people vote with feelings and not smarts. Most people vote who are brainwashed or who they are told to vote for. Every voter should have an ID and take an exam and know at least 5 things about all candidates. They should take an exam on any bill that is being proposed.
People should vote on facts not feelings.
