Not all repeaters transmit ctcss but some also transmit it in morse code as part of its call sign...

Sooo... wait. The tone should only be on the INPUT frequency of the repeater, not the output frequency, right? So you have to pick up the station calling into the repeater, not the repeater itself. Or am I confused?
