Its doubtful whether the double arm swing actually helps you regain your balance since half of it is backward motion that pushes you forward even more but the timing of the swing at least sends puts some inertia back right at the spring and probably helps with torque. Very annoying to look at though. At least he lands it.

he even did that at the fort lauderdale grand prix in the final. it would had been for bingo 10 but you cant it bingo 10 when you do double arm-swing. it went for 9 9.5

Im almost positive the double armswing is on purpose because I have only seen one time when he did 109 without a double armswing

They do double arm swings when there hurdles are not perfect to regain their balance in the air to have a better set up for a big dive like 109. I they are leaning to far forward in their hurdle 109c is very hard but a double arm swing can re correct their body position in their air to make the dive better and easier.
