The speed of causality (sometimes referenced as the speed of light) is constant. As it is the maximum speed that anything in the universe can travel. That we know of so far.
However, the speed of a photon (light ray) can and is slowed down by each and every substrate that it hits. So the speed of actual 'particles' of light is not constant and changes frequently. The easiest example is of a prism or water vapor in the air. A prism will bend light rays according to their frequency so that it can be sorted accordingly forming a rainbow. The same thing happens in the air after a heavy rain storm when you see a rainbow in the sky.

Light can be slowed down and the calculated speed of light is the typical MINIMUM speed light can go.
Light emanating from the center of an observed black hole IS slowed down otherwise it could escape and you could see it. Light traveling towards a black hole can speed up.
Einstein theorized that if he rode on a light particle then used a flashlight while on that particle, the light from the flashlight would be faster than the particle he was riding.
