Everyone is (rightfully) up in arms about the inaccuracy of the term “irrational”. A much better term for these kinds of time signatures is “dyadic” tine signatures, which simply means that the denominator is not a power of 2 (like 2, 4, 8, 16 etc). It’s a much more accurate description of what the time signature actually is, and leaves room for crazy musicians to write music in something like a √3/4 time signature ;)

It's worth pointing out that you will almost never find a piece of music written entirely in an irrational time signature. The reason you would implement an irrational time signature is effectively an alternative way to encode a temporary proportional tempo change (in this case, quarter = dotted quarter).

Edit: People in the replies seem to be confusing IRRATIONAL with ODD time signatures. ODD meters use an unusual number of beats, and you could write an entire piece of music in one. IRRATIONAL time signatures are used as an alternative representation of metric modulation, and as such they ONLY have utility when juxtaposed with other time signatures.

A major pet peeve of mine is that "irrational" time signatures have nothing to do with irrational numbers (such as pi or the square root of 2). It really just means that the denominator is not a power of two. Unrelated, but "interpolations" are just musical quotes and aren't interpolating anything.
