I worked testing and tuning active safety for 6 years. We ran tests each week towards soft targets, balloon-cars, manikins, and dummy animals in rain, snow summer collecting data, and ran analysis scripts.
What I can tell you is no test is representative without an accurate rarget. A small pedestrian target must be anatomically correct, size relation, texture, shoulders, and even radar profile (for systems using sensor fusion). The result from what you get from there will just be borderline better than random, the system might show the box as a dog but what you don't see is the confidence flag (how confident it is that is a dog) that's likely why it doesn't brake for it.
