he did it because of his Dharm 'Raj dharm' or which ever

It's not because of the rule... It's the respect and love for sita... He doesn't want the public to gradually create a negative image of her and insults her more and more with time... People use their made up reason in the name of Sita Mata and do wrong things... As a king, his first priority is always the praja then maybe family... Sending her was also painful for him but it's safe for Sita Mata dignity and realised the public what they have done wrong...
