it's actually an easter egg, theres a chance of 1 in 256 of this happening if you jump into any area with shallow water. there's some leftovers of an unused object that was meant to spawn the fish when jumping into the water near the canon in whomp fortress, but they changed it in the final game so it would instead happen randomly at any area of the game, nobody knows why exactly

fun fact: this isn’t actually a glitch, it’s an intentional easter egg put in by the devs and has a random chance of happening any time mario runs in shallow water or jumps out of water
