The Roman state had a series of treasuries to carry out the functions of the state. These were called the aeraria. The aerarium populi Romani or the aerarium Saturni was the common treasury where taxes were stored after collection. It also held the records of the Senate, copies of laws and decrees, and the standards of the various Roman legions. In addition, there was another aerarium called the aerarium sanctum where spoils of war were kept. When Augustus took over as the first Roman emperor, he attempted to keep his personal fortune separate from the official treasury. This was known as the fiscus. There remains some controversy over the nature of the fiscus, whether it was the personal possession of the emperors, or it was a fully public entity, or perhaps a combination of both. Whatever its original nature, the fiscus and the aerarium merged and became one and the same until the reforms of Constantine renamed the institution "largitiones".
