So many safety concerns and flat out false advertisements happening so in no particular order....

Problem 1: The target audience for the mini scuba tank are people who are not scuba certified. AKA people who have not been taught how to safely breathe compressed air. Unknowingly holding your breath could lead to serious injury or death. There's a reason you have to be certified to scuba.

Problem 2: mini scuba tanks often advertise 10 minutes of air. Unfortunately that is extremely subjective as everyone's consumption rate is going to be different. Not to mention, there's no way you're going very deep with one of these (at least I'd seriously hope not!) in which case, take a free diving course instead. This is ridiculous. It's not offering you anything your lungs aren't capable of.

Problem 3: You are flat out not refilling a mini scuba tank with a manual bike pump. Not only is the air quality in doing that extremely questionable but you simply do not have the strength of Hulk to pump air to that pressure. Even so, after the claimed 20-30 minutes it takes to hand pump, you will be exhausted. This is absurd.

Problem 4: You cannot clear your ears with a fullface snorkel mask so suggesting you can dive down with it is a recipe for blowing your ear drums. These are a surface only mask and even there they have problems.

Problem 5: Fullface snorkel masks increase your risk of carbon dioxide buildup from improper ventilation and hypoxia from shallow breathing. People have literally died using these.

Problem 6: The fullface snorkel masks also limit your peripheral vision which you need to avoid dangers such as boats, rocks etc.

For the love of god stay away from these and just get scuba certified instead!
