The cities are all college towns. NM doesn't really pump out dumb people, but a lot of people leave here after college.

With people moving in to New Mexico in 2024 since we got a demographic shift I think the education will improve

The Mysterious Valley by Christopher O'Brien is a great book detailing the history of The San Luis Valley that goes back all the way to when The Spanish first explored there as well as the Natives of the area. If anyone spends any amount of time in The Sangre De Cristo Mountains/San Luis Valley knows there is something up with this region.

People in NM are ignorant and very proud of it. It truly is a banana republic with 66% of the jobs being government jobs. There are reasons and among them is that business is not encouraged and loaded down with draconian taxes and regulations.
With Los Alamos labs, Sandia laboratories, White Sands Missile Range (aka, the real area 51), there are a number of Phd's in the state, but otherwise, among the regular people, education is not of primary importance. NM has a high amount of teen pregnancy and teen marriage rates.

It does little to measure intelligence.
The ability to learn by observation and experience and apply that knowledge in a practical manner.
