REMEMBER:
Safety mode is only for issues in the PS4 to PS5.
Rebuilding Data base is for re-organizing the data base, improving the perfomance (as they said) but you can break it if do it a lot of times.

clearing the cache and rebuilding the database on a PS5 does not delete your saved game progress or any installed games.
