The ghoul knows the difference between a brotherhood knight and someone who barelly knows how to use power armor, he wasnt takeing maximus seriously and the ghoul himself was a tad overconfident

Titus has modified Armor. They talk about that in vertibird. Thats why ghoul was iritated when it didnt work.

The bolt he was holding while making his monologue was likely bullet better for piercing armor. Unlike the sort he was using in town

My guess is the ghoul didn't have any armor piercing rounds at the time. When he fights the brotherhood later, he is seen loading what would appear to be AP rounds.

The ghoul may be a bounty hunter but you can actively tell he doesn't want to kill maximus as he could tell hes different as he actively defended the people unlike other nights or an member of the brotherhood would so he could tell hes a good person and the ghoul is a bounty hunter who only goes against bad people as obvious by how he didnt kill the people until they attacked him and went for the ex-enclave scientist he may be a ghoul but you can tell he is a good person and doesmt kill innocent people eithout reason as evident by the Bounty's he takes he actively seek out people who do bad as all faction are not good like the ncr may be seen as good but they have alternative motives and and the brotherhood who will sacrifice people not part of the brotherhood for technology and the enclave scientist means hes done bad he may want the best for the wasteland but he still has to answer for hois crimes he doesn't go after people who show there not evil and since maximus wanted to save the dweller he didnt kill

He runs out of special ammo during his killing spree in filly. You can see the empty bandolier. When he fights the knight at the end of the series you literally watch him put in an armour piercing round before he takes the shot.
