Confession: I claimed a draw under a similar rule in the U S. 20-25 years ago when analog clocks were more common. I had no idea how many seconds remained and I had a Bishop and pawn vs pawn. I offered an exchange of pawns which was a draw offer but my opponent pushed the pawn to the opposite color of my Bishop, and it would take at least 5-10 seconds to maneuver my King and win the pawn. I stopped the clock immediately like what happened here.

Recently got my qualification as a "beginner chess referre" (in my country I can assist at chess tournaments with it and later get higher qualifications), so I know about this rule "Quickplay finish" and saw it a few times too.
I will copy it from the manual cause some details were left out and it was exeggerated bit imo
"III.5 If Article III.4 does not apply and the player having the move has less than two minutes
left on his/her clock, he/she may claim a draw before his/her flag falls. He/she shall
summon the arbiter and may stop the chessclock (see Article 6.12.2). He/she may claim
on the basis that his/her opponent cannot win by normal means, and/or that his/her
opponent has been making no effort to win by normal means "
The last part was left out of the video and that's the main part we are usually looking at.
Whether the opponent with more time actually tries to win, or just makes some nonsense moves to win by time.
(Haven't seen the match he is talking about but I assume the latter was the case)
If they have any reasoable chance and try to win in game(!), than we deny the claim tho! The opponent (usually the one with more time gets) 2 extra minutes and the game continues.
I think it is reasonable cause gamewise we will get better quality matches as viewers this way.
And you have to be in an obviously winning position too claim the draw. If you're still in the middle game and have knight advantage for example, we won't give it to you.
It is a weird rule, but you don't really see it often, and has serious conditions so I don't mind it. As a child I relied on quickplay finish too in some tournaments.
Edit:
Watched the short again the referee not stepping in when they made illegal moves is nonsense, even if we see it at a local children's tournament we have to stop the game (edit3: if the opponents doesn't notice it tho and makes a fast response an arbiter can't step in, so it was in accordance with FIDE rules as pointed out in the comments, I forgot about this originally). Now I get it why people are upset, but my point still stands about quickplay finish in general.
Edit 2:
I left it out from my original comment but from the replies I think I should clarify, there's no quickplay finish in blitz games (10 minute for both players or under that), according to FIDE rules, because the time limit is a more integral part of that game mode.
