The software is called ‘O.to.i.Re Dreamcast Sequencer’ and was released only in Japan for the Dreamcast in 1999. It's basically a full digital audio workstation for the console that has tons of built in instruments, samples, and even midi support. Everything you hear is produced by the Dreamcast except the lead synth on the Op1 :)
