Turning the knob on the lever to the right applies the brake and unwanted lever return is prevented to allow sailing at a constant speed.
I am not sure this apply to all models, but I would check.... :)

Pleasure boats are designed so that the steering will automatically turn all the way one direction, to drive in circles, in case no one is holding the wheel; done because the throttle holds itself open, prevents run away.
If you fall overboard, can then swim back to the boat, as it circles you.
Personal watercraft use a deadman switch / cable.
