Fly is ATK but this Pikachu has Spark up and ATK down, so it is not really good 😗

To be fair most people don't run choice band Scizor. The bug typing actually helps it with certain resistances. People use Scizor as a offensive pivot.
They're so many strong offensive Pokemon and generation 9 I strongly doubt people would be using Scizor as their top offensive Pokemon on their team. It's just opportunity cost at the end of the day
