I've done this before they are moving the mud. When the flood waters decide to piss off the amount of mud left behind is absolutely amazing. What's even more amazing is how difficult the dirt is to clean up after the water goes.

Bro, I have a house in Mexico, in Michoacan. The streets flood often, and the amount of mud that accumulates is - let’s just say- a lot. Maybe they’re clearing mud before it gets deep

They are trying to push all the settlement to the center of the intersection because most likely that’s the direction the water will leave out of and hopefully take settlement with it.

Its about moving the mud and sediment underneath water, up to Intersection where it will make an island eventually and can be removed easier after water subsides

There is drainage in that intersection, you can see it, that’s why they are all pushing it to that area. It’s the same as using a squeegee

Watching the full video the splashes are weird. When the water gets to a certain area it doesn't splash up high like it should on a regular surface but it acts like it's being drained away. They're pushing it towards drains. The road wasn't sloped or something.
