Ebikes in the UK cant provide assistance above 15.5mph.
Otherwiae they are classified as mopeds/motorbikea and need taxing and licensed riders accordingly.
This looks like a pretty clear case of it being a motorbike disguised as an ebike to me.

Where I live. There are a bunch of kids that come in front of cars on a fairly busy road and flip them off. They drive stupidly and fast as well. Not surprised this happened to him.

Them electric bikes are lethal I went to Amsterdam in may and nearly got taken out by several electric bikes you can’t hear them the electric motorcycle are even worse they overtake you doing like 50 mph and you have no idea they are there the amount of times I’ve been waiting for traffic lights and they just fly up to the line and startle you they give me anxiety and I have been driving 30 years and they are using them to steal other motorcycles they have tried to steal my sons motorbike and he never even heard them pull up and cut the locks because there vehicle is silent they are a menace in the town centre too

The government should provide more and more bicycle lanes. I barely see any on the roads. It’s just to dangerous for cyclists to be on the roads.
