not really, basically all CPUs have cashes (L1, L2 and sometimes L3), AMDs technology just lets them add a LOT more L3 cache (by FAR the slowest one, still really fast tho)

L3 is also shared between cores (every core has their own L1 and L2 cache)

I did a test with my 7950X3D, which is a dual-chiplet design that has the X3D (L3) cache on cores 0-7 only. I assigned MSFS to cores 0-7 only, and @ 1080p (to minimize GPU-bottlenecking) my FPS was 34% better than when it was assigned only to cores 8-15. Interestingly, it was still 30% better than when I assigned it to cores 0-15.
