Similar story in Kerala as well. But the only difference is that, when a Mallu leaves Kerala, he invests a part of it back home. When we multiply this factor, it creates a welfare state. But in the case of WB, a successful Bengali who leaves the state doesn't want to do anything with the state after that.

There are other factors as well
1. Partition gave a shock to the Bengal economy
2. Most of the industry owners in Bengal were Britishers (in Bombay most of the business owners were Indians). So after independence, there was a void left.
3. Majority of the core industries - coal, jute, real estate, steel, iron, tea, port, wholesale market, automobile, locomotive, tyre, etc. - are still owned and controlled by outsiders (non-bengali). This ensures that profit from Bengal are not re-invested in Bengal but in Rajasthan, since most businesses are controlled by Marwaris. As a result, despite everyone believing that there is no business in Bengal, no Marwari ever leaves Bengal, rather only Bengalis leave Bengal.
4. Successive State governments imposing unfavorable policies.
