Over 40 yrs working in various public or government jobs, I personally issued 8 PIPs. And yeah the "agenda" is to give an employee one last chance to achieve minimum job requirements. I would have preferred to simply fire those employee. Unfortunately, due to fear of being sued (unwarranted), a PIP is used to provide quantifiable proof an employee can't adequately do a job. AND every employee who failed the PIP always thought it wasn't their inadequacy but they were being picked on.

Their goal is to try and find things against you. It has nothing to do with one's abilities most of the time. I went through this, and I sued them and got a nice chunk of change!
