I literally bought a tool to access tight spaces when servicing equipment specifically because we can't cut holes in stuff or some equipment can't be moved.

My old tractor has a bunch of holes torched in the loader frame to access bolts that were located on a tractor without the loader frame, it looks like whoever worked on this had the same mentality
