In a society where war is taken for granted, the average man does not question the mythological/political system that produces the development of increasingly destructive weapons systems. Perhaps he recognizes that the use of these weapons would likely mean the destruction of himself, his society, and perhaps the human race. But his thinking is based on the premise that military force is essential for the survival of what he has been led to believe is "his" tribe, "his" ethnicity, and he cannot conceive of other alternatives. So he can only praise every advancement in weaponry and hope that somehow those weapons will never be used.
