I remember this guy. I remember being very surprised they kept him around as long as they did. I remember laughing with friends on how he was the only guy to get busted for steroids while reaping none of the performance or physical benefits.

From what Jose Canseco said, it seems like they might use very broad tests that could detect a very old metabolite. In his case, it was while on probation; but it's possible that it's an issue in MLB as well. Funny that in 1992 the FBI told the MLB of widespread steroid use and it was ignored. Personally, I think they should have lobbied congress to not ban steroids in the 2 laws that did so in 1988 and 1990. Congress does what their money people tell them to do, but nobody ponies up the cash to protect American freedom. Keeping steroids legal would have been affordable if players had paid lobbyists, ironically; they only made enough to do so after steroids had been banned for a decade or more.

It's not exactly permanently, just indefinitely. You can apply for reinstatement, which he did successfully in 2018. After a stint in the Red Sox farm system in 2019, MejĆ­a has played exclusively in the Mexican League.
